Accountability Rating and Legislative Update

Over the past three years, Blooming Grove ISD has navigated significant shifts in the state accountability system, and we want to provide a clear picture of where we stand and what it means for our students and schools.the Texas Education Agency (TEA) released our official rating as a 74. While this appears to be a drop from our 2022 official rating of 89, it’s important to understand the reason behind the shift. In 2023, the state implemented a redesigned version of the statewide assessment that introduced a new testing format and a more rigorous accountability methodology. These changes significantly impacted how ratings are calculated and how scores translate into letter grades. The projected score for 2024 is a 79.

In addition, we want to share an important legislative development. House Bill 4, which would bring changes to how student learning is assessed in Texas, has passed the House and is now under review in the Senate. If approved, this bill would move the state away from the current STAAR test and introduce a model of assessment, featuring Beginning, Middle, and End-of-Year testing with immediate feedback on student performance.

This approach supports timely and targeted instruction, allowing educators to adjust their teaching in real time based on what students need. At Blooming Grove ISD, we are already implementing this type of model as part of our work with the Teacher Incentive Allotment (TIA). Throughout this school year, we have been studying and evaluating student growth data at key checkpoints to help us make informed decisions about instruction and to support our outstanding teachers through the TIA framework.

The data we've gathered focuses on student growth throughout the year:

  • District-wide, 59% of students met their growth target in Math and 58% in Reading.

  • Elementary standouts include:

    • 4th Grade Math and Reading: 68% and 70% respectively

    • 5th Grade Reading: 67%

    • 3rd Grade Reading: 61%

  • Junior High students excelled, especially in Math:
    • 8th Grade Math: 80% met growth
    • 7th Grade Math:- 63% 
    • 6th Grade Math: 75%
    • Overall Junior High Math: 73%
  • High School success:

    • 9th Grade Reading: 67%

    • 10th Grade Reading: 72%

    • 9th Grade Math: 74%
